The original version of the holiday was in commemoration of George Washington's birthday in 1796 (the last full year of his presidency). George Washington is the first President of the United States of America. He is one of our founding forefathers who battled the British in the American Revolution and won the freedom of our people for all time. In 1968, legislation (HR 15951) was enacted that affected several federal holidays. One of these was Washington's Birthday, the observation of which was shifted to the third Monday in February each year whether or not it fell on the 22nd. Later, Abraham Lincoln, also equally revered and born on February 12th, was also included in the celebration which merged into President's Day and was observed on the third Monday of February. Nicknamed honest Abe, Lincoln once said, "A house divided against itself cannot stand. I believe this government cannot endure permanently, half slave, half free. I do not expect the Union to be dissolved. I do not expect the house to fall-but I do expect it will cease to be divided. It will become all one thing, or all the other." The Great Emancipator, Abraham Lincoln was the sixteenth President of the United States of America from 1861 to 1865. He was born February 12, 1809. The son of a Kentucky frontiersman, Lincoln had to struggle for a living and for learning. Lincoln never let the world forget that the Civil War involved an even larger issue. This he stated most movingly in dedicating the military cemetery at Gettysburg: "that we here highly resolve that these dead shall not have died in vain--that this nation, under God, shall have a new birth of freedom--and that government of the people, by the people, for the people, shall not perish from the earth. Lincoln thought secession illegal, and was willing to use force to defend Federal law and the Union. When Confederates fired on Fort Sumter, forcing its surrender, he called on the states for 75,000 volunteers. The Civil War had begun. On January 1, 1863, he issued the Emancipation Proclamation that declared forever free those slaves within the Confederacy. On Good Friday, April 14, 1865, Lincoln was assassinated at Ford's Theatre in Washington by John Wilkes Booth.
